Purpose of the CICA
The Criminal Injuries Compensation Authority was established to provide compensation to innocent victims of violent offences. It is a public body that administrates all claims made under the compensation scheme. Victims may be compensated for physical injury, mental trauma and resulting financial loss.

A victim can sue their assailant for compensation in a county court. However, even if the victim wins their case, there is no guarantee that they will actually be paid. A successful claim to the Criminal Injuries Compensation Authority, on the other hand, guarantees the victim secure and timely payment. The amount of damages awarded depends primarily on the severity of the injuries and trauma sustained by the victim. A victim can still be compensated even if the assailant has not be identified or convicted. Note that a victim of domestic violence will only be compensated if the CICA determines that the offender will not benefit from the award.
Criminal Injuries Compensation Authority Claim Requirements
Certain requirements must be met if the victim is to qualify for compensation. First, the victim must have immediately reported the incident to the police. Next, the claim must be brought within two years of the incident that caused the injuries. The injuries must be such that they required at least two visits to a doctor and a minimum 6-week recovery period. The victim's actions can factor into the CICA's decision. A victim's unspent convictions (if any) and their behaviour surrounding the incident are taken into consideration when determining how much compensation the victim will receive.
